Details Mission and objectives Since the establishment of its country office in Ethiopia, the World Health Organization has provided a wide range of technical support to the Government of Ethiopia. This has been mainly in strengthening health services, addressing public health issues and supporting and promoting research for health. The major areas of WHO collaboration with the Government of Ethiopia are based on the following triple billion goals to ensure healthy lives and promote well-being for all at all ages: 1) One billion more people to benefit from universal health coverage 2) One billion more people better protected from health emergencies 3) One billion more people enjoying better health and well-being. The strategic directions to address these priorities are broadly in line with WHO’s 13th General Programme of Work 2019–2023 endorsed in May 2018 by the Seventy first World Health Assembly. As the lead health agency, WHO works with different partners to support the Government of Ethiopia to achieve universal health coverage and the Sustainable Development Goals. Context The World Health Organization (WHO) Country Office in Ethiopia provides strategic support, technical assistance, and operational leadership to the Ministry of Health and partners in addressing the country’s priority public health needs. Its work encompasses health-system strengthening, Universal Health Coverage (UHC), disease prevention and control, maternal and child health, health promotion, emergency preparedness and response, and the delivery of essential health services. Through evidence-based guidance, capacity-building, policy dialogue, and coordination, WHO supports Ethiopia in responding to communicable and noncommunicable diseases, recurrent health emergencies, and other challenges affecting the health and well-being of the population The Strategic Communication Team leads the development and implementation of the Country Office’s communication strategy. It supports technical programmes through content development, editing, graphic design, multimedia production, documentation, and knowledge management for the media, the public, governing bodies, donors, and partners. Task description Under the direct supervision of the WHO Ethiopia Strategic Communication Officer, the UN Volunteer will provide professional multimedia production support to enhance the visibility of WHO Ethiopia’s programmes, public health interventions, emergency operations, advocacy initiatives, donor-funded projects, and strategic partnerships. The assignment will focus on professional photography, videography, audio visual production, graphic design, multimedia content development, visual storytelling, digital asset management, documentation, archiving, and knowledge management, in accordance with WHO’s corporate branding, editorial, accessibility, copyright, and communication standards. Under the guidance and supervision of the WHO Ethiopia Strategic Communication Officer, the UN Volunteer will undertake the following responsibilities: 1. Capture, produce and edit high-quality photography, videography, audio recordings and multimedia products documenting WHO-supported programmes, emergencies, field missions, public health campaigns, high-level meetings, workshops, conferences and community engagement activities across Ethiopia. 2. Design printed communication materials, including graphics, infographics, brochures, newsletters, reports, presentations, banners, posters, flyers, social media assets, web graphics, fact sheets, certificates and other visual products in accordance with WHO corporate branding and visual identity standards. 3. Edit documentaries, interviews, testimonials, promotional videos, animations, reels, podcasts, motion graphics and other short videos and multimedia products for websites, social media, television, digital platforms, publications and public events. 4. Organize and maintain a secure, searchable and sustainable digital archive of photographs, videos, audio recordings, graphic products, publications and other WHO multimedia assets. Ensure proper cataloguing, metadata management, accessibility, backup, copyright compliance and long-term preservation to support institutional knowledge management and organizational memory. 5. Support the implementation of WHO Ethiopia's media and communication, Risk Communication and Community Engagement (RCCE), advocacy, health promotion, polio eradication, emergency preparedness and response, donor visibility and other activities through the timely production of high-quality multimedia products and engaging visual communication materials that promote WHO priorities and strengthen public awareness of key public health issues. 6. Support the development, adaptation and publication of multimedia content for WHO Ethiopia's website, digital platforms, social media channels and partner communication platforms in accordance with WHO communication priorities, editorial guidelines and corporate branding standards. 7. Support multimedia documentation of WHO Ethiopia's emergency preparedness, response and recovery activities by producing timely photographs, videos, graphics and other visual communication products during disease outbreaks, humanitarian emergencies and other public health events. 8. Provide photography, videography and multimedia documentation services, as required, to WHO technical programmes, the WHO Regional Office for Africa, WHO Headquarters, the Federal Ministry of Health, UN agencies, development partners, media professionals and external service providers in support of communication, advocacy and documentation activities. 9. Promote innovation and continuous improvement in multimedia production by applying emerging digital technologies, AI-assisted creative tools, professional audiovisual equipment and, where authorized and compliant with national regulations, drone photography and videography. Background The National Election Board of Ethiopia (NEBE) is an independent constitutional body mandated to conduct free, fair, credible, and transparent elections in accordance with Proclamation No. 1133/2019. In June 2026, NEBE has successfully administered the 2026 General Elections under a complex operational and security environment. Following the conclusion of the electoral process, NEBE is transitioning into a critical post-election phase focused on institutional consolidation, operational review, preservation of electoral systems and expertise, implementation of lessons learned, and strengthening preparedness for future electoral events, including re-elections, and subsequent national elections. To support this transition, NEBE seeks to engage a Electoral Operations and Institutional Strengthening Specialist to provide technical and operational support in strengthening institutional systems, enhancing sustainability of election operations, and supporting strategic operational planning for future electoral processes including the post election activities of the 7 th general elections and conducting on the remaining and re-elections. The Strengthening Ethiopia's Elections for Democratic Sustainability (SEEDS II) implemented by UNDP has been partnering with NEBE since July 2023, superseding previous cycle of electoral assistance to Ethiopia (SEEDS I). The overall goal of the project is to strengthen electoral systems and processes that promote inclusion, gender equality, transparency and accountability through an effective and sustainable electoral management body and strengthened electoral stakeholders. The Specialist will report to the Deputy Chief Technical Adviser (CTA) and work under the Strategic Direction of NEBE Chairperson and in close collaboration with the Senior NEBE Management. Duties and Responsibilities The objective of this assignment is to support NEBE in consolidating operational gains from the 2026 General Elections, strengthening institutional systems and operational readiness, documenting lessons learned, and improving long-term planning, procurement, logistics, and operational frameworks for future electoral events. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms. Mission Solidarités International (SI) was registered in Ethiopia in December 2022, having previously implemented a WASH in Health intervention in Jijiga, Somali Region, in 2017. In November 2023, SI became the first humanitarian actor to operate in Mao Komo Special woreda (Benishangul-Gumuz) by rehabilitating water points in areas that had been inaccessible for three years. Currently, SI is operational in two regions of the country (In Tigray Region and Amhara Region). In Tigray, bordering Eritrea, focusing on hard-to-reach areas in partnership with Mums for Mums (MfM) SI is implementing an emergency multisectoral humanitarian programme in Ahsea, Chila and Rama Woredas of central zone, to support communities affected by drought, conflict, and displacement. Running from September 2024 to December 2025 (which is now to be extended until end of June 2027), the project aims to improve access to safe water, health services, and nutrition support, while addressing gender-based violence and mental health needs. Key activities include rehabilitating water systems and health facilities, community-based malnutrition screening, cash assistance for vulnerable households, and capacity-building for local actors. SI is also working in Amhara specifically in East Gojjam and North Wolo where delivering the ECHO and CDCS projects. SI is looking for a Roving Admin Manager to support the bases during the project activities in the Tigray and Amhara. Job description GENERAL OBJECTIVES Under the supervision of the Surge Support Services Coordinator & Field Coordinator, theRoving Finance & HR Manager ensures the efficient management of administration, finance and HR functions at the bases. The position guarantees compliance with SI procedures and donor requirements while providing timely and quality support to program implementation. The Roving Finance & HR Manager contributes to operational continuity through effective planning, sound resource management, risk mitigation, and the supervision and development of the support team in a complex operational environment. The person act as the main liaison between the field office and the coordination team, ensuring clear communication and proper implementation of procedures and policies.
