Job Description

Senior Infrastructure Project Preparation Expert NTU International is preparing a proposal for the EU-funded project “ Technical Assistance to ECOWAS in Transport Governance ”, which aims to strengthen sustainable, smart, resilient and safe mobility systems across the ECOWAS region in West Africa. The project will support ECOWAS institutions, Member States, and regional stakeholders in improving transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity. The Technical Assistance will support the ECOWAS Commission, particularly the Directorate of Transport and the Project Preparation and Development Unit (PPDU), in the preparation, structuring, promotion, and monitoring of bankable and environmentally sustainable transport infrastructure projects, including regional corridor initiatives. NTU International is seeking a Senior Infrastructure Project Preparation Expert to support infrastructure planning, project preparation, investment structuring, and development of bankable regional transport projects across the ECOWAS region. Key Responsibilities Support the identification, preparation, and structuring of regional transport infrastructure projects and investment programmes; Conduct and review pre-feasibility studies, feasibility studies, technical assessments, and investment analyses; Support the preparation of bankable transport infrastructure projects for financing by IFIs, development partners, and private investors; Contribute to infrastructure planning and prioritisation for regional transport corridors, including Praia–Dakar–Abidjan and Abidjan–Lagos corridors Provide technical support for project pipeline development, infrastructure mapping, and investment tracking systems Support preparation of technical documentation, concept notes, Terms of Reference, and investment proposals Coordinate with ECOWAS institutions, national authorities, development partners, and financial institutions Contribute to the integration of climate resilience, environmental sustainability, gender equality, and social inclusion into project preparation processes Support capacity-building activities, technical workshops, and knowledge-sharing initiatives related to infrastructure project preparation and project cycle management Contribute to monitoring, reporting, and technical reviews of infrastructure preparation activities. Education Master’s degree in civil engineering, transport engineering, infrastructure planning, economics, project finance, or another relevant field. General Professional Experience Minimum 10 years of professional experience in transport infrastructure project preparation, infrastructure planning, or investment advisory; Proven experience working on infrastructure or transport sector projects in developing countries, preferably in Sub-Saharan Africa; Experience working in international development cooperation and donor-funded programmes. Specific Professional Experience Minimum 7 years of experience in the preparation, structuring, or appraisal of transport infrastructure projects; Demonstrated experience with feasibility studies, technical assessments, economic and financial analysis, and project bankability assessments; Experience with regional transport corridors, road infrastructure, logistics, or connectivity projects; Experience supporting projects financed by the EU, World Bank, AfDB, EIB, or other international financial institutions is considered a strong asset; Experience in PPPs, blended finance, or infrastructure investment structuring is considered an advantage; Experience integrating climate resilience, environmental and social considerations into infrastructure projects is an asset; Experience working with regional organisations, government institutions, or transport authorities is an advantage. Languages English or French (C1 mandatory); Working knowledge of the other language is considered an asset. Please note that inclusion in the expert pool does not guarantee immediate assignment.
