As part of its revenue-diversification strategy, AfroSmart Tech PLC is actively expanding its project-based and consultancy-based business activities in Ethiopia and international markets. We are looking for a highly motivated and results-oriented Business Development Manager to lead the identification, development, bidding, negotiation, and acquisition of projects and consultancy opportunities. Key ResponsibilitiesOpportunity Identification and Pipeline Development Identify software-development, artificial intelligence, data, information and communication technology, research, analytics, and consultancy opportunities. Continuously monitor public and private procurement opportunities, requests for proposals, expressions of interest, calls for consultancy services, grants, partnerships, and subcontracting opportunities. Identify opportunities from government institutions, financial institutions, universities, nongovernmental organizations, development partners, private companies, international organizations, and overseas markets. Develop and maintain a structured business-development pipeline. Assess opportunities based on strategic fit, eligibility, technical capacity, expected value, competition, delivery requirements, and probability of success. Project Inception and Opportunity Qualification Lead early-stage discussions with potential clients and partners. Understand client needs, problems, budgets, timelines, and procurement processes. Prepare opportunity briefs and project inception notes. Coordinate internal go/no-go decisions. Define the preliminary scope, delivery approach, team requirements, risks, and commercial model of potential projects. Work with technical and subject-matter experts to assess project feasibility. Proposal, Bid, and Tender Management Lead the preparation of expressions of interest, technical proposals, financial proposals, quotations, concept notes, and bid submissions. Coordinate inputs from technical teams, consultants, finance personnel, company management, and external partners. Ensure that submissions comply with client instructions, eligibility criteria, formats, and deadlines. Develop proposal work plans, responsibility matrices, submission calendars, and document checklists. Review proposals for quality, consistency, completeness, competitiveness, and professional presentation. Maintain reusable proposal templates, company credentials, staff profiles, project references, and standard corporate documentation. Stakeholder and Client Engagement Develop and maintain professional relationships with potential clients, partners, consultants, institutions, and decision-makers. Arrange meetings, demonstrations, presentations, and business-development discussions. Represent AfroSmart Tech PLC in relevant networking events, consultations, conferences, and business meetings. Conduct follow-up communication after meetings, proposal submissions, and negotiations. Support the company in partnership development, consortium formation, subcontracting, and joint bidding. Business Development Team Management Manage and coordinate part-time Business Development Officers. Assign opportunity-search, client-engagement, research, proposal, documentation, and follow-up tasks. Set clear deadlines, expected outputs, and contribution requirements. Review and validate the work completed by each Business Development Officer. Maintain transparent records of individual contributions to each opportunity and project. Recommend weighted contribution percentages for commission allocation based on verified work performed. Coach Business Development Officers and improve their ability to identify and develop qualified opportunities. Commercial and Project Acquisition Support Participate in commercial negotiations with clients and partners. Support pricing, budgeting, commission planning, payment terms, and contract discussions. Coordinate the transition of successful opportunities from business development to project delivery. Prepare handover documentation covering client expectations, scope, deadlines, commitments, risks, and proposed team structure. Support the General Manager during major contract and partnership negotiations. Reporting and Performance Management Prepare weekly and monthly business-development reports. Maintain records of: opportunities identified; opportunities qualified; client meetings conducted; proposals prepared; proposals submitted; contracts won; contract values; expected commissions; officer contributions; pending follow-ups; reasons for unsuccessful bids. Track business-development conversion rates and recommend improvements. Report major opportunities, risks, and decisions directly to the General Manager. Target Opportunity Areas The Business Development Manager will primarily pursue opportunities related to: custom software systems; web and mobile application development; enterprise information systems; artificial intelligence solutions; machine learning and automation; data engineering and analytics; dashboards and decision-support systems; research, surveys, and analytical studies; digital transformation consultancy; information and communication technology strategy; system requirements analysis and technical design; cybersecurity, governance, and technology advisory services; training, capacity building, and professional development; institutional websites and digital platforms; technology implementation and support services. Required Qualifications Bachelor’s degree in Business Administration, Marketing, Economics, Management, Information Technology, Computer Science, Engineering, Project Management, or a related discipline. Demonstrated experience in business development, project acquisition, proposal development, consultancy, bidding, sales, partnerships, or account management. Strong proposal-writing, presentation, negotiation, and stakeholder-engagement skills. Ability to understand technology and consultancy services and communicate their business value. Ability to coordinate multiple opportunities and submissions under tight deadlines. Strong professional communication skills in English. Good research, documentation, and analytical skills. Ability to work independently and take responsibility for measurable outcomes. Strong organizational and team-management capability. Preferred Qualifications The following will be considered an advantage: Experience acquiring software, artificial intelligence, data, information and communication technology, research, or consultancy projects. Experience responding to tenders, requests for proposals, expressions of interest, and consulting assignments. Existing professional networks in government, banking, insurance, universities, nongovernmental organizations, development partners, private companies, or international organizations. Experience forming partnerships, consortiums, or subcontracting arrangements. Familiarity with international procurement and consultancy platforms. Understanding of software-development and technology-project life cycles. Experience managing commission-based business-development personnel. Compensation Arrangement This is a full-time, commission-based and outcome-based position . The position does not include a fixed monthly salary. Compensation will be based on successfully acquired projects, contracts, consultancy assignments, or other revenue-generating opportunities. The applicable commission rate, payment conditions, attribution method, and performance expectations will be discussed and negotiated during the recruitment process. Commission eligibility will depend on verified contribution, successful contract acquisition, and the company’s receipt of the related client payment. The Business Development Manager may also receive a management share for successfully coordinating Business Development Officers and completing the acquisition process, subject to the agreed compensation framework.
