In Ethiopia, the
Peace Support Facility (PSF)
is a Government-endorsed UNDP mechanism that supports stabilization and early recovery in conflict-affected areas of
Tigray, Amhara, and Afar
. The PSF bridges humanitarian response and long-term recovery by restoring essential public services, strengthening local governance, supporting livelihoods, and promoting social cohesion. Through its Integrated Woreda Action Plan (iWAP) approach, the Facility works with government institutions and communities to deliver locally owned, evidence-based recovery interventions that foster sustainable peace.
The
Monitoring, Evaluation and Reporting Expert
will be based in
Addis Ababa, Ethiopia,
and will support the Peace Support Facility in strengthening monitoring, evaluation, learning (MEL), reporting, and evidence-based decision-making. The role focuses on managing digital data systems, GIS platforms, impact assessments, programme reporting, and knowledge management to improve accountability and programme performance across Northern Ethiopia.
Key Responsibilities
1. Monitoring, Evaluation & Digital Data Systems
Coordinate implementation of the Peace Support Facility's Monitoring, Evaluation and Learning (MEL) Plan across programme locations.
Maintain and strengthen the PSF
ArcGIS
platform, including dashboards, maps, and spatial data layers used for monitoring and planning.
Design, manage, and improve
Kobo Collect
tools and other digital data collection systems.
Maintain programme databases and ensure secure, accurate, and efficient data management.
Develop and update
Power BI
dashboards and other visualization tools to support real-time programme monitoring.
2. Impact Assessment & Performance Monitoring
Lead biannual impact assessments, including survey design, sampling methodologies, enumerator training, quality assurance, and data analysis.
Conduct joint monitoring missions with government counterparts to verify programme outputs and outcomes.
Analyse programme data against the results framework, Theory of Change, Integrated Woreda Action Plans (iWAPs), and donor commitments.
Monitor programme risks, partner performance, efficiency indicators, and ensure gender- and age-disaggregated reporting.
3. Reporting, Learning & Knowledge Management
Prepare high-quality monthly, quarterly, and annual programme reports integrating narrative, financial, and results information.
Document lessons learned, good practices, and success stories to support organizational learning.
Facilitate learning events, reflection sessions, and action planning workshops with programme teams and government partners.
Contribute MEL inputs to project proposals, logical frameworks, indicators, and resource mobilization efforts.
4. Capacity Building & Technical Support
Deliver training and mentoring on Monitoring, Evaluation and Learning systems, Kobo Collect, ArcGIS, Power BI, and results-based reporting.
Strengthen monitoring and reporting capacity of regional authorities, woreda administrations, and implementing partners.
Promote standardized data collection methodologies and reporting practices across programme locations.
Provide technical guidance to ensure quality assurance and compliance with programme monitoring standards.
5. Coordination & Programme Compliance
Collaborate closely with programme, finance, and partner teams to align narrative and financial reporting.
Promote gender-responsive, conflict-sensitive, and risk-informed monitoring and evaluation approaches.
Ensure compliance with donor reporting requirements and UNDP monitoring standards.
Support adaptive management by providing timely evidence and recommendations for programme improvement.
Profile Required
Experience
Minimum
7 years
of progressively responsible professional experience, including:
Monitoring, Evaluation and Learning (MEL) for recovery, stabilization, or development programmes.
Design and management of
ArcGIS
platforms and geospatial monitoring systems.
Digital data collection using
Kobo Collect
or similar platforms.
Development of dashboards using
Power BI
or equivalent visualization tools.
Conducting large-scale surveys, impact assessments, sampling, and data quality assurance.
Database management and advanced data analysis.
Experience with
UNDP
, multi-donor programmes, or post-conflict recovery initiatives is highly desirable.
Strong analytical, reporting, coordination, and facilitation skills.
Ability to work effectively in a multicultural and international work environment.
Education
Master's degree in Development Studies, Economics, Statistics, Monitoring and Evaluation, Project Management, Social Sciences, or related fields.
Languages
Fluent English
