About The Role
Our client, a leading manufacturing company, is looking for an experienced
Human Resource Development & Administration Manager
to lead its HR and administration function.
The role will be responsible for developing and implementing HR strategies, workforce planning, recruitment, employee relations, performance management, training and development, payroll coordination, general administration, and workplace safety. The position will also provide strategic HR support to management while ensuring compliance with company policies and applicable labor requirements.
Key Responsibilities
Develop and implement the HR department's strategic plan, annual action plan, and budget.
Develop manpower plans aligned with operational requirements and organizational budgets.
Lead recruitment, selection, workforce allocation, onboarding, and employee movement processes.
Administer HR policies, procedures, employee records, benefits, leave, promotions, transfers, disciplinary matters, and separation processes.
Oversee payroll processing, overtime, allowances, and employee benefits, ensuring accuracy and compliance.
Manage and continuously improve HR operations through the company's ERP system, including employee and payroll records.
Coordinate probationary and employee performance evaluations and ensure timely completion.
Identify training and development needs and coordinate appropriate programs to close capability gaps.
Lead employee relations activities, including collective bargaining, grievance handling, and dispute resolution.
Oversee general administrative services including transport, supplies, property maintenance, security, sanitation, communications, and other support services.
Ensure adequate provision and proper use of uniforms, PPE, safety equipment, and other workplace requirements.
Promote compliance with occupational health and safety requirements and proactively address workplace and environmental hazards.
Supervise, coach, and evaluate HR and administration team members.
Prepare and submit regular HR and administration reports to the General Manager.
Review and recommend updates to HR and administrative policies based on organizational needs.
Perform other related duties assigned by management.
Qualifications & Experience
Bachelor's degree in Human Resources Management, Management, Business Administration, Industrial Relations, or a related field.
8–10 years of relevant HR experience, including 4–5 years in a supervisory or managerial role.
Experience in a manufacturing or factory environment is highly preferred.
Strong experience in employee relations, labor relations, recruitment, performance management, training, payroll, and HR administration.
Practical experience working with HRIS/ERP systems and employee data management.
Experience handling workplace disputes and collective bargaining processes is an advantage.
