NTU International A/S
is leading a consortium for the implementation of the EU funded project called:
Higher Education System Strengthening Project II – Somalia
and is searching for experts to support the core team during the implementation of this project.
The
overall objective
of this assignment is to strengthen the capacity of the higher education system for enhanced coordination, regulation and sustainability of interventions in Somalia.
Location
: Mogadishu, Somalia.
Duration
: The intended start date is
1st October 2026
and the period of implementation of the contract will be
36 months
from this date.
Non-Key Expert: Higher Education Policy & Federal Coordination Expert (senior)
☝️ Minimum Qualifications and skills:
Degree in education policy, public policy, law or a related social‑science field.
Strong analytical and facilitation skills; knowledge of federal systems and intergovernmental relations.
Fluency in English; Somali language skills desirable.
☝️Specific professional experience:
At least 10 years’ experience in higher‑education policy formulation, implementation and monitoring, preferably in federal or decentralised contexts.
Proven ability to facilitate multi‑stakeholder consultations and build consensus across government layers.
Experience drafting legislation, costed implementation plans and monitoring frameworks.
Familiarity with Somalia or Horn‑of‑Africa political dynamics and the relationships between federal and regional authorities.
