Job Description

Purpose of JobThe Director of Finance will provide strategic direction and leadership in managing the operations of the Finance Directorate to achieve the Africa CDC strategic objectives and goals. They will work with the Africa CDC executive team to build and deliver financial policies and strategies that improve the organization’s financial status.The Director will also:Analyze the financial performance of Africa CDC and build reports for the executive team.Research and review Africa CDC’s financial statistics to make forecasts and projections.Develop strategies to assess, manage, and minimize potential financial risks.Main FunctionsEstablishing targets and developing budgets.Performing financial analysis.Guiding Africa CDC towards success.Specific ResponsibilitiesFinancial strategic planning by evaluating performance and potential risks.Development and implementation of effective financial and budgetary strategies.Regular financial analysis and budget preparation.Supervision of all audit and internal control processes.Preparation of detailed reports on the institution’s financial performance.Compliance with financial laws and guidelines.Coordination with external financial entities.Management of statutory and other funds owed to Africa CDC.Inter-departmental coordination in programming and budgeting.Promotion of sound financial management and adherence to standards.Continuous improvement and cost-effectiveness in service delivery.Management of the human resources component of the Directorate.Provision of accurate, reliable, and timely accounts.Preparation and issuance of budget preparation instructions.Coordination of programming and budgeting meetings.Proposing training programs related to program design and budget preparation.Management of the Programme Budget of the institution.Implementation of financial policies.Awareness of best practices in financial management.Control of budget execution and payment processes.Investment of excess liquidity as authorized.Facilitation of external audits.Implementation of Financial Rules and Regulations.Custody of all liquid assets of Africa CDC.Recovery of all receivables owed to Africa CDC.Production of periodic financial and budget execution reports.Advisory RoleAdvise the Director General on policy and strategy matters.Provide technical guidance and ensure efficient functioning of supervised Divisions.Build and maintain good working relations with other Departments/Directorates.Develop and maintain relations with Member States and partners.Perform any other relevant duties as assigned by the supervisor.QualificationMaster's degree in Accounting, Finance, or Business Management with at least fifteen (15) years of experience. This includes:At least eight (8) years at the managerial levelAt least five (5) years in a direct supervisory roleAdditional education and experience in public health administration or related programme management and operations will be an added advantage.Membership in an internationally recognized professional accounting body (CA, CPA, ACCA, CIMA, Expert Comptable) is mandatory.Relevant specialist professional qualifications are an added advantage.Experience RequirementsLeading financial operations, planning, and analysis for various organizationsManaging budgets, forecasts, audits, compliance, and risk management activitiesImplementing strategic initiatives to improve financial performanceProviding technical support
