Service Delivery Advisor

Responsibilities Strategic Planning:  Design and lead the project’s Infection Prevention and Control (IPC) strategy, ensuring its integration into routine technical support and quality improvement initiatives. This includes enhancing the availability of IPC-related resources at both facility and system levels to strengthen IPC practices.  Develop and implement stakeholder engagement strategies to support efficient Maternal, Newborn, Child, and Adolescent Health and Nutrition (MNCAHN) supply chain operations. This encompasses procurement, warehousing, and distribution of selected commodities in project-supported areas, including fragile and hard-to-reach contexts.  Provide technical leadership in the design, implementation, and scale-up of quality improvement initiatives that align with Ethiopia’s national health strategies. Support the generation, dissemination, and use of evidence to enhance the quality of MNCAHN services.  Collaborate with the project’s technical team to design integrated approaches that strengthen community engagement, improve Primary Health Care Unit (PHCU) linkage functionality, and reinforce referral linkages across the health system.  Capacity Building Program Oversight, Quality Assurance and Implementation  Provide comprehensive training, coaching, and mentorship to field staff across various levels to strengthen their capacity in supporting the public sector. Focus areas include Infection Prevention and Control (IPC), logistics data management, inventory control, and effective use of supply chain information systems.  Develop and disseminate supply chain and logistics guiding documents and training materials to build and sustain strong operational capacity among project staff and health facility teams.  Design and lead the implementation of strategies to enhance IPC competencies at national, regional, and facility levels. This includes tailored support such as trainings and supportive supervision to ensure the consistent availability and use of hand-washing stations, soap, alcohol-based hand rubs, and cleaning supplies across all service delivery points.  Lead efforts to ensure strict adherence to standard IPC protocols and best practices , including hand hygiene, appropriate use of personal protective equipment (PPE), sterilization and aseptic reprocessing of reusable medical devices, and proper waste segregation and disposal. Policy And Advocacy Leverage evidence to advocate for improved supply chain performance and serve as the primary liaison for national-level technical working groups in the areas of quality improvement, Infection Prevention and Control (IPC), supply chain management, and referral systems. Contribute to national policy dialogue and strategic planning, ensuring that supply chain considerations are effectively integrated into health programs.  Support the Ministry of Health (MoH) and Ethiopian Pharmaceutical Supply Service (EPSS) in the development and revision of national policies, guidelines, and strategies related to MNCHN commodities. Collaborate with MoH IPC staff, regional IPC focal points, and woreda health office teams to conduct regular quality assurance visits to health facilities.  Provide targeted technical assistance to strengthen national IPC programs, with a focus on system-level improvements, policy formulation, capacity building, and implementation of effective strategies to reduce healthcare-associated infections (HAIs) and combat antimicrobial resistance (AMR).  Identify, document, and disseminate lessons learned, best practices, and success stories in IPC, quality improvement, supply chain management, health information systems, and PHCU/referral linkages to inform policy development and programmatic decision-making.  Collaboration and Representation  Collaborate with DOS and non-DOS supply chain management initiatives to strengthen last-mile delivery of essential MNCHN commodities and supplies, ensuring timely and equitable access in project-supported areas.  Work closely with the MNCH team to design and implement effective strategies that equip field teams with the necessary competencies, tools, and resources to provide high-quality technical support to public health facilities. Focus areas include Supply Chain Management (SCM), Infection Prevention and Control (IPC), Quality Improvement (QI), community engagement, health information systems, and referral linkages.  Engage with key stakeholders to optimize the use of electronic Logistics Management Information Systems (eLMIS)—including mBrana, OpenLMIS, DHIS2, and MEMIS—across EPSS hubs and downstream supply chain levels. Establish and maintain a robust tracking mechanism to monitor supply system performance in project implementation areas.  Represent the project in relevant technical working groups (TWGs) and coordination platforms, including those operating in humanitarian contexts, to ensure alignment with national priorities and promote cross-sectoral collaboration  Carry out additional duties assigned by the project. Required Qualifications A public health officer, medical doctor or nurse with master of public health  Seven (7+) years’ demonstrated knowledge of common service delivery, the MNCHN supply chain system, the quality health care initiatives, the PHCU linkage and referral systems  Proven knowledge and skills in IPC, including management and implementation of IPC programs at health facilities.  Demonstrated experience supporting large scale projects particularly in the area of maternal, neonatal and child health and nutrition.  Experience working with government stakeholders and knowledge of Ethiopia health system, structure and coordination protocol.  Ability to travel up to 40% of the time Preferred Qualifications Familiarity with MNCAH-N service delivery and the health context in both agrarian and pastoral geographies.  Comprehensive the MNCH-N supply chain management including in fragile set up.  Expertise IPC including Understanding of the national quality improvement initiatives.  Strong grasp of effective referral systems  Demonstrated competency in strategy development, collaboration, working with people, networking and influencing in the relevant technical areas  Excellent communication and facilitation skills for engaging diverse stakeholders.  High cultural competence, diplomacy, and ability to navigate complex environments.  Demonstrated ability to balance strategic leadership with hands-on technical problem-solving. Salary: Between 22,966 – 33,563 USD per annum.Application Deadline: October 17, 2025
