Job Description

Responsibilities Leadership and Collaboration  Lead the project's grants management function, ensuring transparency, accountability, and compliance.  Serve as the primary point of contact for sub-grantees on all grant and compliance-related matters.  Stay updated on donor and Ethiopian government regulations, as well as Jhpiego’s policies, and provide guidance to staff and sub-grantees.  Grants and Subaward  Manage the full sub-award lifecycle: from solicitation and pre-award assessments to negotiation, execution, modifications, and closeout.  Ensure that sub-awards and FAAs comply with Jhpiego and donor regulations, including proper documentation and approvals.  Conduct pre-award risk assessments, organizational capacity assessments, and due diligence of potential partners.  Monitor sub-recipient financial and programmatic performance through desk reviews and on-site visits.  Review monthly and quarterly financial reports from sub-recipients and ensure timely fund disbursements.  Track sub-grantee obligations, advances, expenditures, cost sharing, and VAT refunds.  Lead the sub-award closeout process in compliance with Jhpiego and donor requirements.  Budgeting and Financial Monitoring  Support the RISE MNCH-N team in preparing, reviewing, and monitoring sub-grantee budgets.  Produce monthly pipeline analysis and grants expenditure reports, highlighting risks of under- or overspending.  Provide financial and compliance input for budget modifications and donor reports.  Work with the RISE global programs and finance team to ensure timely and accurate reporting of sub-award expenditures.  Partner Support and Compliance  Provide technical support and training to sub-grantees on compliance, financial management, and reporting.  Strengthen sub-grantee internal controls and ensure adherence to Jhpiego’s compliance standards.  Develop and update grants management manuals, templates, and tools for the RISE MNCH-N project.  Ensure all sub-awards are ready for audit and support any donor or external audits.  Policies and Procedures  Ensure compliance with global donor rules and regulations and relevant Ethiopian laws.  Ensure compliance with all ACSO requirements for grants and sub-awards in Ethiopia.  Recommend updates to Jhpiego policies, tools, and procedures to strengthen grants management. Required Qualifications University degree in Accounting, Finance, Business Administration, or a related field.  Minimum of 7 years of experience in grants and sub-award management, preferably within donor-funded projects, INGOs, or health programs.  Demonstrated knowledge of donor rules and regulations, sub-award management, and financial reporting.  Proven experience in managing multiple sub-grantees and monitoring partner expenditures.  Strong understanding of budget development, pipeline management, and donor financial reporting.  Fluency in written and spoken Amharic and English is required. Knowledge of any other Ethiopian language is a plus Preferred Qualifications Master’s degree and/or CPA, ACCA, or equivalent.  Prior experience in maternal, newborn, child health and nutrition (MNCH-N) projects or related public health programs.  Experience conducting organizational capacity assessments and providing technical assistance to sub-grantees.  Abilities/Skills:  Excellent communication, negotiation, and interpersonal skills.  Ability to build and maintain effective working relationships with sub-grantees, government, and donor representatives.  Strong decision-making and problem-solving skills with a results-oriented approach.  Ability to work in a complex environment with tight deadlines.  Computer literacy, including proficiency in Excel, Outlook, Word, and accounting/reporting systems (preferably QuickBooks). Salary: Between 22,966 – 33,563 USD per annum.Jhpiego offers competitive salaries and a comprehensive employee benefits package.Please apply at www.jobs-jhpiego.icims.comApplicants must submit a single document for upload to include: cover letter, resume, and references.
