Job Description

ResponsibilitiesOverall Project Leadership:Serve as the primary technical and managerial lead for the entire PMCCS project.Ensure the project adheres to the WHO Vaccination Coverage Cluster Surveys: Reference Manual and all steering committee guidance.Oversee the successful and timely completion of all project deliverables within the allocated timeframe (3-4 months).Maintain regular communication with WHO and other immunization partners, providing weekly status updates and formal reports upon delivery of each milestone.Survey Design And PlanningLead the development of a comprehensive survey protocol based on WHO recommendations.Lead the process of obtaining ethical clearance from authorized Institutional Review Boards (IRB).Lead the design of the sampling structure of the survey, ensuring scientific rigor and representativeness across all regions and city administrations (Addis Ababa, Afar, Amhara, Benishangul-Gumuz, Central Ethiopia, Dire-Dawa, Gambella, Harari, Oromia, Sidama, Somali, South Ethiopia, Southwest Ethiopia, and Tigray).Identify primary questions influencing survey design and sample size determination.Lead the setting of inferential goals and define the overall survey design.Responsible for a clear analysis plan, including table shells and proposed report figures.Execution And Data ManagementDevelop concrete plans for the survey and fieldwork, including setting the survey schedule.Oversee surveyor recruitment, training for data collectors and supervisors.Manage all logistics related to the survey, including obtaining lists and maps of Enumeration Areas (EAs) for proposed clusters.Monitor the quality of training and data collection activities.Ensure field activities (training, mapping, household listing, and data collection) can happen simultaneously across all regions and city administrations.Oversee methods of data entry, cleaning, and management.Lead the data analysis process.Reporting And DisseminationLead the Facilitation and arrangement of the preliminary report validation workshops for stakeholders.Responsible for the submission of a comprehensive full report, including a policy brief and PowerPoint presentation, in both electronic and hard copy, along with raw data.Education Required Qualifications A health background with a Master of Public Health (MPH) or PhD in public health, epidemiology, or social science.ExperienceMinimum of 7 years of experience in leading and coordinating large-scale health surveys and program evaluations, particularly with a strong focus on immunization programs, vaccination campaigns, and/or Maternal and Child Health (MCH).Proven experience in conducting nationwide assessments/research, primarily household surveys and program reviews.Demonstrated practical working experience or research in the field of immunization and vaccine-preventable diseases.Evidence of having successfully conducted at least one similar survey related to vaccination coverage in the last two to three years.Previous work experience with MOH, WHO, other international organizations, or major institutions in conducting nationwide assessments/research, including household surveys and program reviews related to immunization, is highly desirable.Preferred QualificationsIn-depth technical knowledge to conduct immunization and MCH program evaluations, reviews, and nationwide vaccination coverage surveys.Strong technical knowledge in health communication, social, and health program reviews and evaluations.Have strong experience working with MOH and other private consultancy firms.Proficiency in survey design, sampling methodologies, data management, and statistical analysis.Excellent project management, organizational, and leadership skills.
