Position Overview: The Program Lead for Deepening Digital Financial Services will design, implement, and manage projects aimed at enhancing digital financial services in Ethiopia. This role involves providing program design and management support for innovative digital financial services, including digital savings, access to credit, micro-insurance, and micro-pension services. The selected candidate will be fully embedded within the National Bank of Ethiopia, working closely with the financial inclusion secretariat, thereby playing a crucial role in the core of Ethiopia's financial sector reforms. Key Responsibilities: 1. Program Management: ○ Guide PMO experts in identifying and developing projects to improve financial inclusion as outlined in the NFIS. ○ Lead the design and development of financial innovation-related interventions. ○Develop terms of reference for engaging external resources to support project implementation.○ Prepare proposals for approval and support risk and results monitoring for financial innovation projects. ○ Design and implement projects to deepen digital financial products and services, including digital savings and private pension schemes. 2. Technical Support and Regulatory Framework Development: ○ Provide technical support to enhance the regulatory environment for digital financial services. ○ Develop regulatory frameworks for savings and pension ecosystems, focusing on innovative products and mobilization outreach. ○ Develop enabling regulatory frameworks for micro-insurance and micro-credit products with fair practices and transparent interest rates. 3. Stakeholder Engagement and Collaboration: ○ Engage with financial service providers (FSPs) to launch digital saving products and support customers in managing customized saving plans. ○ Promote G2P and P2G payments through bank and MFI accounts. ○ Work with community groups to promote account opening and savings with financial institutions. ○ Increase financing options for MSMEs by working closely with FSPs and identifying support areas. 4. Project Monitoring and Reporting: ○ Monitor project spending, support rebudgeting, and take corrective action as needed. ○ Prepare periodic program updates for the steering committee and external stakeholders. ○ Ensure collection of quantitative and qualitative data from project stakeholders for monitoring, reporting, and measurement. 5. Advocacy and Knowledge Management: ○ Develop content for reports and written pieces on financial innovations. ○ Contribute to advocacy and communications activities, engaging in thought leadership and networking events. ○ Oversee knowledge management activities, including developing toolkits and research notes. Qualifications and Skills: ● Master’s degree in Finance, Banking, Commerce, Business, Accounting, or related fields. ● At least 10 years of relevant experience, including 5 years in supervisory roles. ● Experience in the financial ecosystem and certification in financial management, accounting, or leadership. ● Strong project management, analytical, and problem-solving skills. ● Excellent communication and leadership abilities. ● Fluency in English and Amharic is required.How to Apply: Submit your application letter and CV to apply@yes.et by July 13, 2024.
