Position Overview: The Program Manager will provide strategic leadership for the Project Management Office (PMO), overseeing the implementation of the National Financial Inclusion Strategy II (NFIS II). This role involves planning, resource coordination, stakeholder engagement, and team leadership to ensure successful project delivery. The selected candidate will be fully embedded within the National Bank of Ethiopia, working closely with the financial inclusion secretariat, thereby playing a crucial role in the core of Ethiopia's financial sector reforms. Key Responsibilities: 1. Program Management: ○ Provide strategic leadership for the PMO to implement NFIS II, enhancing the growth and inclusiveness of Ethiopia's financial sector. ○ Develop and manage comprehensive work plans, activities, targets, budgets, and standards for measuring progress. ○ Execute and lead project management processes and activities to support effective and efficient project management practices. ○ Implement initiatives based on emerging issues and global best practices in the financial sector. ○ Engage with relevant stakeholders to facilitate the implementation of the NFIS strategy. ○ Support key staff in developing annual operations plans aligned with strategic goals. ○ Review project processes, adhere to standards, and mitigate issues to deliver projects within scope, schedule, and budget. ○ Define, disseminate, and track project milestones and success criteria. 2. Leadership & Team Development: ○ Lead and build a high-performing PMO team, aligned with shared strategies and values. ○ Manage the team through clear roles and responsibilities, providing appropriate support and addressing performance issues promptly. ○ Ensure staff are managed according to good HR practices and provided with a safe and conducive working environment. ○ Facilitate team engagement, resolve conflicts, and remove performance bottlenecks. 3. Strategic Relationship Management: ○ Build and maintain relationships with key stakeholders to develop comprehensive project scopes and plans. ○ Communicate accurate and timely updates on projects, activities, and issues to stakeholders. ○ Monitor and assess resource needs during project cycles, submitting requests for approval and making necessary adjustments. ○ Develop and implement a comprehensive advocacy and communications strategy to drive transformative change. Qualifications and Skills: ● Master’s degree in Business, Banking and Finance, Development Studies, Economics, or related field. ● At least 15 years of experience in the financial sector, with a focus on inclusive finance. ● Strong project management skills and a track record of successful project delivery. ● Excellent communication and leadership abilities. ● Fluency in English and Amharic is required.
