What we do
Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve suffering caused by war and armed violence.In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver life-saving aid, reconnect families and locate missing people – helping those who need it most, regardless of who they are and what side of the front line they are on.We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats.
Purpose
Cash & Market Specialist 3 designs, plans, implements and monitors the Economic Security (EcoSec) Unit’s cash-transfer and market-analysis programmes in line with the country strategy, under supervision and with limited coaching and support from their hierarchical superior. (New hires at the beginning of their assignments may initially require more support to adapt to the ICRC’s policies and guidelines.)
Relationships
Interacts with the delegation's EcoSec team and technical reference persons at headquarters or regional level.
Externally, represents the ICRC to technical authorities and organizations whose work relates to the EcoSec cash-transfer programme.
Accountabilities & functional responsibilities
Situation/Problem Analysis and Needs Assessments
In information exchange with the field teams, s/he guides the team in relation to data collection and analysis.
Maintains adequate communication and coordination within EcoSec team and with other Assistance departments, as well as the Protection Department when required, when planning data collection activities,
Contributes to the set-up and conduct of needs assessments involving/focusing on data collection for cash transfer programs in Ethiopia
Updates his direct superior on data collection activities in relation to planned and ongoing cash activities of other humanitarian actors in Ethiopia
Project/program design, planning and implementation
Maintains and adapts as required a Master database for all beneficiaries of cash transfer programs in Ethiopia
Maintains individual databases for individual transfer programs
Issues verification and payment lists
Maintains records of payments and follow-up for all beneficiary lists but also for individual beneficiaries
Ensures that appropriate specification for required cash inputs/services is available and inputted in SR’s related to cash projects,
Follows the progress of the requisition process concerning cash inputs from the launching of SR’s until the distribution in the field,
Issues monthly and weekly financial forecasts on behalf of the Cash Unit
Maintains price monitoring database for Ethiopia
Conducts response analysis of different types of cash interventions (SWOT approach), associated risks and mitigation measures, including appropriateness and feasibility aspects and provides support to other involved staff when required
Ensures that the implementation of cash transfer programmes are carried out in line with the set objectives, timeframe, allocated budget and the internally adopted coordination mechanisms
Participates actively in the design, planning and implementation of cash projects/program review and evaluation.
Liaises closely with and directs the activities of Field Officers in Ethiopia conducting cash transfer programs

3. Project/program monitoring and evaluation
Ensures that the data collection is structured and maintained in a way that assists in follow-up monitoring in the field
Produces demographic data reports on beneficiary groups as requested
Other EcoSec activities
Supports the EcoSec Department General Assistant in other database duties as required.
4. Reporting
Reports to his/her direct supervisor on the progress of beneficiary verification as appropriate
Writes and produces data to be included in EcoSec Quarterly reporting and any other report such as budget or annual planning reports as required.
5. Administration – Finance
Ensures necessary administrative work is implemented on time
Knows, applies and complies with all the administrative procedures linked to his work
Keeps the program file updated at all times, monthly statistic reports, notably budget follow up table, and verification and payment lists
6. Staff training – Management
Coaches and motivates EcoSec FO’s involved in data collection activities for cash transfer activities
Maintains regular exchange with the EcoSec Trainer concerning the identification of the training needs among the EcoSec FO’s and/or involved implementing partners in relation to cash interventions.
PEOPLE MANAGEMENT RESPONSIBILITIES
Understands and supervises the Performance Management & Development (PMD) activities for employees under their supervision
Makes sure that deadlines for the PMD cycle are met
Engages in ongoing and continuous feedback and support, particularly for employees under their supervision, but also other staff members
Organizes regular meetings within their team to ensure optimal coordination of the work and proper flow of information
Ensures that job descriptions for employees under their supervision are up to date; seeks feedback and support from the HR Department if needed
Plans and coordinates the annual leave of the employees under their supervision ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year
Coordinates and supports the employees under their supervision in their personal development by coaching and advising them on internal and external training and development possibilities
ADDITIONAL DUTIES
Follows up on all work-related messages and correspondence with the relevant contacts and departments
Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses
Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
Takes responsibility for their own professional learning and development
Certifications / Education required
MA/BA Degree in Economics/ Business Administration/ Social Science / Development studies/ Project Management or other relevant field related to Emergence preparedness and response and disaster risk management OR first degree in these same fields with equivalent of proven work experience. Additional relevant CVA certifications from recognized institutions/platforms
Very good command of English and Amharic.
Computer proficiency.
Professional experience required
3-6 years for Master’s degree and 6 years or more for BA degree in Humanitarian Cash Transfer Programming (CTP) and extensive field experience, experience in International Organization is an advantage.
