The role covers US government-funded programs and includes responsibility for grant finance, compliance, reporting, and accounting coordination. This role provide financial management, ensure accountability, transparency, and compliance with donor and host government regulation and organizational financial requirements and policies. The specialist contributes to routine financial planning activities, prepares financial report and analyses, and helps identify potential financial risks to the organization and project partners.
Responsibilities
Acts as an advocate to raise the awareness of the needs of children. Understands the mandate to protect children. Commits to and prioritizes child protection considerations in all decision-making, tasks and activities across the ministry. Abides by all behavioral expectations in Compassion’s Statement of Commitment to Child Protection and Code of Conduct. Reports any concerns of abuse, neglect or exploitation of children through Compassion’s internal reporting process and appropriately supports responses to incidents if they occur.
Manage country office and project budgets, including monthly cash position analyses and cash flow forecasts, in coordination with the Country Project Manager and Compassion International’s Grant Finance team.
Review project expenditures to ensure accurate coding, budget alignment, and compliance with donor and organizational requirements. Verify that all transactions are supported by complete, accurate, and properly approved documentation.
Prepare and submit timely donor financial reports, including monthly, quarterly, and annual reports, budget-to-actual analyses, variance explanations, and burn-rate analyses. Provide financial recommendations to project leadership and program staff to support informed decision-making.
Serve as the primary finance focal point for statutory audits and U.S. Government Single Audit requirements, ensuring audit readiness and timely resolution of findings.
Interpret and ensure compliance with 2 CFR 200 (Uniform Guidance), donor regulations, grant agreements, and organizational policies.
Monitor the financial management and compliance performance of partner organizations and subrecipients funded under the program, providing oversight and support as needed.
Lead project closeout activities by ensuring compliance with donor requirements, completion of all financial reconciliations, submission of final reports, resolution of outstanding issues, and maintenance of complete project records.

Education
Bachelor’s degree in accounting or finance or a related field.
Ideal candidate
Demonstrated experience managing and administering U.S. Government-funded grants and cooperative agreements, including those funded by the U.S. Agency for International Development (USAID), the U.S. Department of State (DOS), and other federal agencies.
Minimum of 5 to 7 years of progressively responsible experience in grants management, financial oversight, compliance, and administration of U.S. Government-funded awards.
Proven experience coordinating and managing the Single Audit process in accordance with federal requirements, with a strong understanding of and ability to apply the provisions of 2 CFR 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards).
Extensive experience preparing, reviewing, and submitting U.S. Government financial reports, including the Federal Financial Report (SF-425), while ensuring accuracy, completeness, and compliance with donor regulations and reporting deadlines.
Demonstrated success in managing and monitoring complex budgets of at least $5 million annually, or overseeing multi-year, multi-funded programs with significant financial responsibility and reporting requirements.
Strong analytical, problem-solving, and financial management skills, with the ability to analyze large volumes of financial data, identify trends and variances, assess risks, and provide actionable recommendations to management.
Advanced proficiency in Microsoft Excel, including the use of complex formulas, pivot tables, financial modeling, data analysis, dashboards, and reporting tools, is highly desirable.
Solid accounting background with the ability to review, interpret, and analyze balance sheets, income statements, cash flow statements, general ledger activity, and comprehensive financial reporting packages to ensure financial integrity, compliance, and sound stewardship of donor funds.
Licenses and Certifications
Professional certification from a nationally or internationally recognized organization in a relevant field, such as accounting, finance, grants management, auditing, compliance, or nonprofit financial management (e.g., CPA, CGFM, CGMS, CMA, ACCA, or equivalent), is preferred.
