1. Job Purpose
Coordinate and assure high-quality day-to-day implementation of the CIFF program in one target woreda, covering 10 schools and their surrounding communities. The Woreda Program Officer is the primary field coordination point for schools, woreda offices and community structures and is responsible for implementation planning, girls’ identification and follow-up, activity quality, stakeholder coordination, monitoring, risk identification, documentation, timely reporting and corrective action.
2. Key ResponsibilitiesA. Woreda and school implementation
· Prepare detailed woreda-level implementation schedules and coordinate delivery across the assigned 10 schools and communities.
· Coordinate school/community mapping, verification and enrolment of vulnerable adolescent girls and support confidential tailored education/protection plans and monthly follow-up.
· Support delivery of learning/MHH assistance, remedial and catch-up support, disability referrals/accommodation, flexible pathways and AEP linkages as applicable.
· Support school focal persons to operate attendance, dropout, disengagement, child-marriage and protection-risk early-warning and follow-up processes.
B. Safe, inclusive and gender-responsive schools
· Coordinate participatory school safety, accessibility, MHH, safeguarding and gender-responsiveness assessments.
· Support schools to prepare, implement and review protection, inclusion, safety and retention action plans integrated with school-improvement processes.
· Coordinate teacher/school-leader training, school-based coaching, termly safety walks and action-plan reviews.
· Support confidential, accessible complaints/reporting mechanisms, referral information and functioning girls’ clubs/mentorship arrangements.
C. Community child-marriage prevention
· Coordinate formative inquiry, community mobilization and structured intergenerational dialogues in the assigned woreda.
· Support community child-marriage prevention platforms and faith/traditional leaders, boys, men and youth champions to implement agreed actions.
· Work with the ECM Specialist to ensure dialogue quality, rights-based messaging, inclusion and monitoring of social resistance/backlash.
· Maintain constructive engagement with parents/caregivers and community structures to strengthen attendance, retention and delayed marriage.
D. Government coordination and referrals
· Maintain routine coordination with woreda administration, education, Women and Social Affairs, health, justice, police, civil registration and other relevant actors.
· Support mapping, testing and review of survivor-centred referral pathways and follow up agreed service/coordination gaps.
· Facilitate multisectoral coordination meetings, joint performance reviews, supervision and use of relevant SOPs/job aids.
· Support integration of project indicators and girl-level risk tracking into woreda review/EMIS routines where feasible.
E. Monitoring, safeguarding and reporting
· Maintain complete, accurate and timely implementation records, participant/service data, activity evidence and follow-up actions in coordination with the Impact/MEAL team.
· Monitor progress against woreda targets, activity quality, inclusion, safeguarding, referrals, risks and community feedback and initiate corrective action.
· Immediately escalate safeguarding concerns, serious protection risks, security/access issues and other high-risk events through approved channels.
· Submit timely weekly/monthly/quarterly updates as required and contribute to learning reviews, data-quality checks, assessments and donor reporting.
F. Operational coordination
· Coordinate field logistics, procurement requests, activity advances/liquidation, materials distribution and asset use in line with organizational procedures.
· Support AEP facilitators and other field personnel with implementation coordination while maintaining clear accountability and documentation.
· Promote economical use of resources and verify that program inputs reach intended girls, schools and community structures.
3. Key Performance Areas / Expected Results
· Each officer provides consistent implementation coverage to 10 schools and surrounding communities.
· Vulnerable girls in the assigned woreda are identified, verified, supported and followed up through secure, timely processes.
· Assigned schools use functional early-warning/follow-up arrangements and implement school protection, inclusion, safety and retention actions.
· Community dialogues, prevention platforms and champions in the assigned woreda are implemented to agreed quality standards and documented.
· Woreda referral pathways and multisectoral coordination mechanisms are functional and periodically reviewed.
· Program data, safeguarding/risk escalation, activity documentation and reports are timely, complete and accurate.
4. Minimum Qualifications and Experience
· Bachelor’s degree (master’s degree preferred) in education, social work, sociology, gender studies, development studies, community development or a related field.
· Typically, 4+ years of relevant field experience from international and national NGOs in education, adolescent-girls programming, child protection, gender, community mobilization or development programming.
· Experience coordinating with woreda government offices, schools and community structures and managing multiple field activities simultaneously.
· Practical understanding of safeguarding, confidentiality, referrals, inclusive programming and results-based monitoring.
· Strong facilitation, organization, documentation and problem-solving skills; proficiency in the relevant local language is strongly preferred, with working English for reporting.
· Ability and willingness to travel frequently among assigned schools and communities, including remote locations, subject to safety procedures.

7. Safeguarding and Professional Conduct
The postholder must comply with Imagine1day safeguarding, PSEAH/PASH, child-protection, data-protection, confidentiality, code-of-conduct and do-no-harm requirements. Safety, dignity, informed choice, confidentiality and the best interests of girls take precedence over program targets. Any safeguarding concern must be handled through approved reporting and survivor-centred referral procedures.
