Technical Assistance to ECOWAS in Transport Governance
”, which aims to strengthen sustainable, smart, resilient and safe mobility systems across the ECOWAS region in West Africa. The project will support ECOWAS institutions, Member States, and regional stakeholders in improving transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.
The Technical Assistance will support the integration of disability inclusion and universal accessibility principles into transport governance systems, infrastructure planning, road safety programmes, and regional mobility initiatives across West Africa.
NTU International
is seeking a Senior Disability Inclusion and Accessibility Expert to support accessibility planning, disability-inclusive transport systems, and universal design approaches across the ECOWAS region.
Key Responsibilities
Support integration of disability inclusion and universal accessibility principles into transport policies, infrastructure projects, and mobility systems;
Provide technical assistance on accessible transport infrastructure, inclusive mobility systems, and universal design standards;
Conduct accessibility assessments and disability inclusion reviews related to transport infrastructure and public mobility systems;
Support development of accessibility frameworks, inclusive infrastructure guidelines, and operational procedures;
Advise ECOWAS institutions and Member States on disability inclusion policies and accessible transport governance systems;
Promote integration of accessibility considerations into corridor management, road safety initiatives, and transport planning processes;
Contribute to preparation of technical studies, policy recommendations, accessibility audits, and inclusion strategies;
Coordinate with disability organisations, public authorities, civil society actors, and development partners;
Deliver workshops, consultations, and capacity-building activities related to disability inclusion and accessible transport systems;
Contribute to monitoring, reporting, and evaluation of disability inclusion and accessibility initiatives.
Education
Master’s degree in social inclusion, urban planning, transport planning, accessibility studies, architecture, public policy, or another relevant field.
General Professional Experience
Minimum 10 years of professional experience in disability inclusion, accessibility planning, social inclusion, or inclusive infrastructure development;
Proven experience working on infrastructure, transport, urban development, or social inclusion projects in developing countries, preferably in Sub-Saharan Africa;
Experience in international development cooperation and donor-funded programmes.
Specific Professional Experience
Minimum 7 years of experience in disability inclusion, universal accessibility, or inclusive infrastructure initiatives;
Demonstrated experience with accessibility audits, inclusive mobility systems, universal design standards, or disability-inclusive planning;
Experience related to transport systems, public infrastructure, road safety, or mobility governance is considered an advantage;
Experience supporting projects financed by the EU, World Bank, AfDB, UN agencies, EIB, or other international financial institutions is considered a strong asset;
Experience working with disability organisations, public authorities, NGOs, or regional institutions is considered an advantage;
Experience integrating accessibility considerations into infrastructure planning, public services, or policy frameworks is considered an asset.
Languages
English or French (C1 mandatory);
Working knowledge of the other language is considered an asset.
