Project Description: The scope of work of the FSS is to deliver services that support the planning, implementation, monitoring, and reporting of Canada's international assistance programming in Ethiopia, Sudan, South Sudan, and the Pan-African region. The services will ensure operational effectiveness, risk and results management, and timely delivery of activities, while enabling DFATD to respond efficiently to evolving priorities and alignment with recipient countries' development priorities and needs. The Role: Based in Addis Ababa, Ethiopia, the tasks for the Project Manager include, but are not limited to, the following: - Formulating and managing project plans by defining deliverables and identifying key milestones in collaboration with DFATD, reviewing project progress, maintaining project risk and issue information, and engaging in ongoing risk management including escalation of issues to DFATD as required - Receiving requests/taskings from the Contractor for requests for technical expertise, short-term technical assistance, research and analysis to assist in planning (e.g., conceptualization, feasibility studies, specifications or design) and implementation of international assistance programs or projects and align with recipient countries development priorities and needs - Sourcing and identifying Technical Specialists when technical expertise and technical assistance is needed in response to DFATD task requests - Ensure overall quality of DFATD task requests and deliverables and those of the Local Coordinators and Technical Specialists - Coordinating and preparing documentation in response to DFATD scheduled and unscheduled reports, feedback and observations - Preparing reports and work plans identified in Section 7 Deliverables, and ensuring overall quality and that they meet DFATD accountability and audit requirements - Providing weekly updates to the Technical Authority and other relevant project stakeholders, verbal and/or written, to DFATD on progress and concerns and key developments - Providing advice on DFATD-related projects and related issues to the development sections of the Canadian Embassy in Ethiopia (covering Ethiopia, Sudan, and Pan-Africa) and the Canadian Embassy in South Sudan and DFATD HQ - Supporting knowledge transfer, documentation, and continuity to ensure sustainability of project outcomes Required Qualifications: - Degree in political science, law, international development, economics, finance, business administration, project management, social sciences, applied sciences or similar - Minimum of 8 years of leading donor-funded projects (GAC, FCDO, USAID, GIZ, etc.) in developing countries, strong preference for those implemented in Ethiopia or one of the other project regions - Demonstrated experience managing at least 2 completed international development projects in the last 12 years - Please indicate projects' end and start dates and value - Experience delivering project documents such as implementation plans, annual work plans, budgets, operational procedures and manuals, and financial and narrative reports - Proven ability to engage with and build relationships with donors, partners, and stakeholders - Demonstrated experience managing, planning and coordinating the activities of project personnel, technical specialist, stakeholder, subcontractors, and other support providers - Experience developing and managing implementation of project plans by defining deliverables, identifying key milestones, reviewing project progress, and engaging in ongoing risk management - Professional working fluency in English (speaking, writing, and reading) is required. Fluency in a local language considered an asset - Fluency in English is required; fluency in additional language(s) an asset
